Chinese extra-territoriality.
The Canadian Government proposes to negotiate with the Chinese Government a separate agreement relinquishing extra- territorial rights in Canada.
2. For the present the Canadian Government does not propose either to extend the provisions of such a treaty beyond the subject of extra-territorial rights or to deal with negotiation of a general commercial treaty in the immediate future.
3. The Canadian Government would find it impracticable in concluding an agreement with the Chinese Government to go beyond the subject of extra-territorial rights at the present time and to deal now with matters such as those which are touched upon in articles 6, 7 and 8 of the United Kingdom draft. These are matters which would find their way into a general commercial convention and which for the time being will be dealt with by such collateral arrangements as may prove to be new and which will not be included in the principal agreement.
A. It is possible that you may find it expedient to deal with the matters now covered by articles 6 to 8 inclusive by a separate arrangement and if so such a course would be entirely satisfactory to the Canadian Government.

5. A preliminary draft Canadian Agreement is in the course of preparation. It will cover generally the matters which are dealt with in the first five articles of the United Kingdom draft. text will be sent to you by a following telegram for your information.
